Regional HSSEQ Manager

Job Purpose:

The Regional Health, Safety, Security, Environment and Quality (HSSEQ) manager is responsible for leading the HSSEQ function across Brazil, ensuring the effective implementation of HSSEQ policies and procedures that support the business objectives. This role involves developing and implementing the Regional HSSEQ strategy, managing HSSEQ compliance, and overseeing the HSSEQ budget. The Regional HSSEQ Manager will work closely with Divisional heads of HSSEQ and other departments to ensure that HSEQ systems and processes are aligned with business needs and comply with regulatory requirements.

Activities:

• Lead the HSSEQ function, implementing the strategy for the region.

• Drive continual improvement initiatives and promote a strong, proactive safety culture.

• Initiate and develop creative and innovative HSSEQ processes.

• Oversee product line Management Systems to ensure they align with company expectations, relevant standards and best practice.

• Ensuring compliance with key legislation and guidance, maintaining awareness of new or changes to existing legislation, approved codes of practice and industry guidance.

• Maintain certification to relevant standards and associations, including ISO 9001, ISO 14001, and ISO 45001 or equivalents

• Ensure all HSSEQ operations are managed effectively, striving for best-in-class practices to deliver to customer expectations.

• Liaison with Client and client HSSEQ departments during the planning and completion of operations to ensure compliance with project requirements.

• Collaborate with various departments to ensure HSSEQ considerations are integrated into all operations.

• Promote a culture of awareness of site rules and controls, providing technical support where required to ensure compliance with site requirements.

• Collation of data for project and Regional HSSEQ KPI’s and statistics, providing regular updates and reports to senior management.

• Attend and facilitate safety meetings, HIRAs, incident investigations, Cost of Poor Quality and lessons learnt reviews etc. as required.

• Ensure risk management is effectively implemented and monitor compliance.

• Reporting and investigation of incidents and near misses.

• Ensuring actions / NCRs raised are actioned and implemented as required.

• Support environmental initiatives and ensure regional alignment with sustainability goals.

• Ensure compliance with company supply chain processes during onboarding of third parties and oversee management of supplier risk mitigation.

• Own and maintain business continuity plans for the region, ensuring readiness and resilience across all operations.

Requirements:

• Graduation Degree

• Degree in Safety Engineering or a recognised HSSEQ qualification, or equivalent trade/technical qualification and experience (NEBOSH / IOSH Diploma or equivalent preferred)

• Good level of experience as HSSEQ Manager in the Energy industry. Knowledge of Diving and ROV business are an advantage.

• Experience in incident investigation and root cause analysis methodologies.

• IRCA / CQI Lead Auditor in either ISO 9001, 14001, & 45001 or equivalent

• Operational project / site experience

• An excellent working knowledge of applicable laws and legislation.

• Ability to work effectively in a matrix organizational structure.

• Experience with ISPS / ISM / Flag state requirements

• ISM auditor
